You need a way to view .xlr files.
Go nuts. This is as accurate as it gets. No, it will not be added to that page about shifters ecause the shifter section is long enough as it is, really. just checked stonebones still is not working for risenlord with its AC.

I would assume because you can spam shifter spells, and dispell is gnarly if used right. just a guess however.

well dispel magic becomes pretty useless at some point, when enemy CL exceeds the maximum possible roll with dispelling.

It was removed because it didn't fit the theme of what the new rakshasa was made to be - look at the three spells it does receive and there's an obvious theme to it.
ps: Tormak did pretty much all the shifter stuff.
