I remember seeing this in a topic, about choosing halfing, but changing his head to a kobolds, so you can dress and color your kobold regularly. I...dont know how to do this, as the heads I saw in that do not appear.
I have the very newest hak installed.

I could be wrong, but I don't think you can change your head to just a kobold, I think it's a full skin transfer. What I'm not sure on is if there's dressable kobolds or not.

They are dressable. Chill did the work on it.
It's not implemented yet though. Nothing about it in Announcements.
