Is there a player faction in this map that owns it and can enforce their will on other players who are on this map? If so, can we have clear signs as to who this faction is and what powers they hold over the rest of the player base?

Factions hold whaterver power they have resources to enforce, within the boundaries of server rules of course.

That still does not answer the question of, "does a faction have the power to enforce their will on players in an NPC town?"

I think the EO and the Dawnguard both having temples there can enforce thier laws inside the temple but outside is DM.

also I think because OOC rules trump RP, the factions cant block/ban them from Nes'ek being the only way into that zone north, I could be wrong but thats how it kind of worked on Tormaks event, we could not plotblock them (you see what I did there har har har)

Yes of course. The boundaries of server rules include both not being able ignore NPC:s and being able to co-operate with NPC:s. I honestly have no clue on what is the status between the factions in Nes'ek and the NPC guards there, since I have not been involved in the business for ages.

The Eterl order and the the Ecclesia of Hoar DO NOT have lawful authority powers in Nes'ek. Si'neela's Lathanderans are the ONLY ones who do.


As this is regarding a specific incident in game, one that the topic creator PMed me about no less, and is being discussed by the DMS, tyhis is being locked.
