When casting on arrows via Imbue Arrow, can one use a wand or scroll?

Yes. With the relevant duration based on the caster level of the item.

The sidebar says it's turns per level of AA. Not the CL. I was just curious as my AA's CL is really low, but her AA level is going to be much higher once everything is finished.

Bear in mind though that it's better to cast from a use/day item than from a scroll, since one of the perks of using imbue arrow is that you basically get a whole stack of free elementally-enchanted arrows.

Well, I was just using scrolls as an example of casting from something other than yourself.
