I've not been able to find the exact difference in a sourcebook besides class levels, so I'll ask here: What's the difference, roleplaywise, between a citizen of Shade Enclave (shadovar), and an actual Shade?

Shades are ascended Shadovar.
Only the most loyal and trustworthy Shadovar are given the blessing from the princes of Shade to become Shades.
Check out the races of Faerun if you can.

There's a Shade template or something in either Lords of Darkness or Champions of Ruin, IIRC. Those, and Races of Faerûn, are the game supplements that discuss the matter. Lost Empires of Faerûn, too, I guess. There may be others, but I'm not sure which. Then, of course, there's the Return of the Archwizards trilogy.
Shades aren't really PCs. I think they're immortal and such. (Against old age, that is.)
A tip for those who want to play Shadovar: the city's only been back for some two years. Any Shadovar PCs would be completely new to Faerûn.
