It used to be a rule a long time ago that you had to learn flight, no matter if you were born with them or not. It's interesting, because it led to my winged PC having a story that very much involved her having wings, losing them, and having them regrown at a later time before learning to fly.
"Flying" forms are always a bit weird. It's generally assumed that turning into a form that hovers ICly doesn't give you the ability to fly. And likely, Shapechanging into a dragon doesn't automatically allow you flight either. I
think it was approved once that like someones DC wereform had the flight ability for someone because they learned to fly in it.

NWN's 2.5 Dimension physics aside, someone could totally shoot a fireball up in the air at a target, ICly. We even have some fun little "firework" placables in the module that allow casters to do just that, for dramatic effect.
