I was wondering if it was possible to reskin these. I was thinking of making a water genasi Cleric, and having there AC be a Mako Shark, her summons an octopus, squid, Hammer head shark and making the Dragon Knight a Whale. Only draw back i would have if this is aloud is i can only use them under water, but im cool with that.

It would cost DC's per each reskin, and it would be subject to DM sensibilities.
But yes, you can reskin each as you see fit. If you want a whale though, I would suggest the Magical Beast option on Mummy Dust in favour of the Dragon Knight.

Having sea creatures as summons means that you would only be able to summon them underwater which is extremely limiting. The only place where people frequently visit the sea bottom is Alamber sea coast and that's when people are in their boss hunting mode. So if you want to RP your summons, you'll have to sit underwater and wait for someone to come by. Which can take anywhere from 10 minutes to 10 hours.

Yeah i was like duh! LOL How would a Druid equate to being a Half-elf Water Genasi Rp wise? Or would going Sorcerer be a more viable choice?

You need to ask yourself what kind a character you want to play.
It is obvious that you want a water genasi. That's good for a start. If I was in your place, I would read everything I can on water genasi first. Then ask yourself what do you want this water genasi to be, considering their nature. If you want it to be a druid - read everything about the druids and pay close attention about the chosen deity. The same goes for cleric.
I don't know how new you are to the Forgotten Realms, but if you are fairly new, I would recommend you to find D&D Players Handbook 3.5 (just google it up) and do some reading.

I think you should seek a creature that can exist on both land and sea, as to not limit your use of the epic summon when it's reskinned. Alternatively take both Mummy Dust and Dragon Knight and reskin the other one for underwater use and keep the other one in its natural form and use that on the surface.
