A long while back i saw a post that had shown sweet looking new shields, i believe one design was of Dragon scales and there was a cool wood eagle one. Is there a down load hak i'm missing, or it's still in development or were they scrapped?

Some shield designs will only be available by request, dragon scale shields I imagine will be one such case. It's all in the hak, which you do have otherwise you wouldn't be able to log in.

The Dragonscale Shields are in, but the wooden eagle one is among the unreleased shield pack I have been working on for the next hak update. A lot is already done, but I am currently on a break from design work. Not sure when I will be ready to start wrapping the hak update and my custom content for it up.
I am sure at some point after the next hak release, we can make a topic with all the requestable content so players do not have to know how to work the toolset to see what is available.

Obviously there's be something else under it. It's not like the bones would be hard to replace:)

Besides, it could be wyvern or dragon bone, or something else that would be hard. I put it on my to do list, and will see if I can make something that looks nice. I like it, as it fits undead NPCs, as well as Palemasters, Necros and Black Guards.

There are two shields in the hak that could use an override, in my opinion. There's one with a strange, stretched skull on it and another with a portion of the panther skin on it. Are these working as intended, or am I missing something?

Those were added very long ago. I think in the first hak release even, so several years. I assume work as intended by who ever made them.

Here's something I whipped up to try and improve the skull shield design. It's not textured and the render quality isn't good so just ignore that! I'm not really sure how to get it in game as an override, though.

It kind of turned into a Cyricist/Orcus shield.. but still could be a bit general evil. The purple can be changed to anything--as can that symbol behind the skull :S  Does anyone know how I can get this in game?

That depends on what you are asking.
1.) If you want to know how to have that model work for Neverwinter Nights in general via hak, Eurgiga is the person you should write a pm to. I am not very familiar with the modelling side of things. Eurgiga can also tell you at what number of polygons the models will begin to become a problem for us.
2.) If you have already done that, and you want to know how to have it added to the next amia hak update, you will need to write to me via pm. I generally handle the hak stuff. Player-submitted custom content is a bit complicated. In a nutshell, the complication begins when the content has to be evaluated by me if it is good to include or not, and I ask the rest of the design team to weigh in. This is often quite subjective, and a gut feeling from my side. Because of that, and as I am not particularly fond to say no when players invest a lot of time in this stuff, I prefer to work with anyone who wants to submit content. So what I generally do is chat with the player via skype, and ask they give me a 'heads up' of their ideas so that we can avoid me saying no. Just toss me a pm with your skype account via pm.
