Is something like this possible?

I know there used to be ( maybe still is) an NPC that was able to change hair color in the module.

Any possible way that it could be "widgetized" for an in game tool?

There have been a few, I believe. If not, I dont imagine it would be too much different from how there have been widgets to change skin color to represent warpaint. In either case, I think it would have to be scripted anew, so this would probably be on hold with the rest of things.

As for a widget; it would break gameplay. You can already change hair/eye/tattoo colour, throw a head changer on top of that and you've got players who can escape IC recognition through the use of an OOC widget. It's better if it stays DMIG only.

I wouldn't say that is completely true. It would depend on the heads being switched between. Plenty of heads are exactly the same, except for the hair or earrings, etc. Switching between two heads that are that similar could be easily explained as accessorizing or putting a pin in your hair.

Assuming that is what the OP was after and not something to change to a completely different head, it wouldn't be breaking to gameplay. Though, somewhat related, the tattoo artists being able to change tattoo color might be an outdated feature for our server. Many of our newer heads use tattoo color to determine the eye color. Being able to change that is a more reliable way to avoid IC recognition than any simple hair scrunchy would be.

Edit:
Examples -Human Male 102, 141, Human Female 160, 161
