Can you make a DC request for custom Shifter Forms? If so, what are the DC costs involved

If you want fully custom stats, the costs are around 23 DC. Depending a little on the power level and amount of work.
They can be done, though currently scripting is still on hold.
Skin changers (different looks but no custom stats) are 5 DC and can be done any time when approved.

Could be a while. There is a bit of a pile to be done and for all I know at this point, it has not been started yet.
I wouldn't get more hopes up before at least in a month or two.
But that is a vague estimate. As I have no talent scripting at all myself, I can just guess and do not know.
