is it possible for a character, with a DC cost, to be able to RP telepathy (not mind reading, more psionic communication)? i know psionics is allowed at a cost, and i would be interested in making a deviner/psionic character. also, are there already scripted DC powers for psionics to buy or are they always made on spot?

Nope! At least we don't allow telepathy, I'm not entirely sure about other psionic abilities.

Telepathy is one of the longstanding "no"s as Silent mentioned.
Any Psionics would be strictly case-by-case, as with any special request.
Though Psionics it likely one of those things that would have to absolutely blow our socks off in a request, to see any approval at all.
