I'm curious as to why you can't use your portal wand in Cordor? It seems to me that, as the default starting location for new players, having to walk through three maps before you can use your portal wand - even to assign a new starting point - is a troublesome thing and explains one of the reasons I rarely pass through Cordor. The first thing I do when I make a new character is the level 2 quests in Cordor, then set my spawn point elsewhere. I don't think I'm the only one and I'm sure it reduces roleplay in Cordor a great deal, which is not so good when it's the newbie starting location, you want to bring them in with roleplay, surely?

Instead of just putting up a rude remark of "IC reasons", we could direct the new player to where the info is? :)

If I remember correctly, this all happened in game only and not via DM Story forum.

And my remark wasn't rude but simply hinted that this isn't random but has an IC background, which always should be discovered IG if a character is curious about it.

Edit: Logical consequence - if people ICly want Cordor portable again, they need to work on finding out what happened and more importantly if and how this could get fixed. ^.^

I will provide you a simple and straightforward answer, though. Portal rods are almost 100% entirely in the hands of adventurers, who are by and large one of two things (in Cordor's eyes):

1) Non-citizens
2) CRIMINALS

The Ministry of Magic proved their "power" by effectively shutting down portal rod operations in the Cordor areas to prevent people from committing crimes and then just teleporting away. It doesn't hamper the city's mundane economy at all because their infrastructure never accounted for portal rods in the first place (as, again, there were a very limited number and they only went into the hands of adventurers).

No one has ever made a very convincing case IC for repealing the policy. I suspect this is because it is hip to begrudge a city government for any number of reasons, but secretly we all hate those sons of bitches who treat portal rods like get out of jail free cards.
