There have been a number of times where my pc found loot lying around that wasn't collected by a previous party, either intentionally or simply missed. Depending on what it was, my pc has often picked it up.
But recently I had a low level pc in a party and another pc found some loot, but he didn't pick it up because he said it was against the rules, so we left it be. This was the first I'd heard of it, so I started looking, and sure enough I found the quote listed above.
I was wondering the IC/OOC reasons for not picking up loot one finds lying around? It goes against common sense to me, but if that's the rule, then that's the rule.
As both before me said....that sums it up.
I know there are many times Krugan will move through a low level area, clearing things. I check and see if there are others in the area...if so, I don't provided they are really "hunting" for exp.
Sometimes, he will decide to move fast, focusing on clearing the area for whatever reason. If that is the case, he will sometimes not bother to check loot bag or, if he knows a new player is around and having issues, he will clear the area, let them escape the place and have a bit of loot along the way.
So, if you see a bag and nobody is around it...say a thank you to Tymora for your free goodies.
