I am not sure how these are meant to be used, but the description is off, as they have no impact out of the ordinary. The person selling these is located in Ceyren's Mill, a projectile craftsman, but what vendor who takes pride in his craft would sell items that are basically cursed, and lie about its abilities? Some would, yes, but pretty sure this vendor wouldn't.

Perhaps some dev or dm can enlighten me.
