Entering and leaving the mystran shrine there seems to occasionally "refill" the herbs in the Feylake district.

Probably because the Area unloads while you're in the Shrine (and no one else is on the map). Then when you return, it reloads the Area fresh - including the resources on it.
Alternative answer: supercharged fertilizers that cause the plants to be crazily productive!
