A posting outside Endir's Point, and other various places along the Frozenfar would make them publicly available:
The Laws of Endir's Point
I.) Hoods and cowls are allowed to be worn by citizens only.
II.) If caught stealing, the thief will be brought before the Intercessor who will determine punishment.
III.) The use of offensive or defensive spells by non citizens within the town will not be tolerated.
IV.) Weapons will be sheathed by non citizens during ones time in Endir's Point.
V.) No shape shifting by non citizens.
VI.) Any fights started within the Endir's Point will result in the fining and banishment of non citizens.
VII.) Summoned creatures be they animal, construct, planar or of any other kind by non citizens in town is illegal.
VIII.) The Intercessor will be the final word on punishment.
IX.) The Burgomaster will review applications for citizenship and determine who has citizenship rights.
X.) Dissension be it speaking out against policies, the town government in public or in private will result in arrest and the accused brought before the Intercessor who will determine suitable punishment.
XI.) Murder committed by a non citizen against a citizen will result in the execution of the non citizen upon findings of guilt. Murder committed by a citizen against a non citizen will result in a fine determined by the Intercessor. Murder committed by a citizen against a citizen will have punishment determined by the Intercessor. Murder committed by a non citizen against a non citizen will result in a fine determined by the Intercessor. Failure to pay the fine immediately will result in immediate execution.
XII.) Treason against the local government by non citizens will result in the torture and execution of both the offender and their mates and offspring. Treason by citizens will result in forfeiture of citizenship, banishment and any other penalties the Intercessor so chooses.
XIII.) The gathering of martial or religious orders other than those approved by the Burgomaster will be limited to no more than two members while inside Endir's Point
XIV.) It is the duty of every citizen to both enforce the laws and to defend the citizens of Endir's Point from outsiders and non citizens.
Punishments depending on the severity as determined by the Intercessor may be execution, maiming, torture, banishment, fining, imprisonment or any combination there of.
Fines are to be paid to the Intercessor immediately, failure to do so will result in more serious penalties up to and including death.
The testimony of those with abyssal blood, celestial blood, drow and uncivilized races as determined by the Intercessor will be disregarded when determining guilt as the word of such races or communities cannot be trusted.
The testimony of the followers of Bahamut, the Triad, Cyric or demons will be disregarded by the Intercessor for their words cannot be trusted and is contrary to the culture of Endir's citizens.
Laws will be added by the Burgomaster as required.

No citizen of Endir's Point has public comment about these new laws.
The local Roadwardens petition the Burgomaster for recognized status under Rule XIII, per "martial orders", as there are more than 2 of them, and they need to be able tov come and go from the area in order to perform their duties as per the agreed arrangements.
