Silly question but you need a high dex if your going to be using a crossbow pretty much all the time?

Yes, still a dex based weapon like a bow.

And taking rapid reload as a feat is a given.

Well, if it's a WIS-based character you can always get the Zen Archery feat which uses WIS instead of DEX bonuses for ranged AB.
