Anyone know where there's more info about the class? I've checked the Forgotten Realms Wikia, but that's all I've found. And what would be my chances of playing this class in Amia? Well, of course the char would really just be a Tiefling-Ranger, but would a widget that casts Flameweapon/Blackstaff to your weapons be too much to ask? The rest of the classes abilities seem like general Tiefling stuff one might get in Amia.

Info here (page 63), but this is 4th edition. We don't really use 4th edition here.

Even though Amia may not support a 4ed PrC, I can't see any reason why you could not just take the concept and role a tiefling ranger who looks to awakening their fiendish blood. After some development down the road, I'm sure you could request DC items which could support powers that are linked to his fiendish ancestory, such as flame weapon etc. Somebody requested this widget recently as a power linked to their character's background. Just a couple thoughts as I think its a cool idea.
