Word is spread that someone speaking on behalf of the Council is at the Halls of Negotiation is periodically available to begin interviewing individuals in person.

The council representative could be seen departing from the Halls for that bloom cycle.

Certain individuals are contacted to be ready at the appointed time.

There was activity in the Hall of Negotiation. Over the span of a bloom, a group had gathered, departed, returned, and then gradually dispersed again. A council representative had left with a metal chest under his sleeved arm.
