what level I need to summon it? I took the feat at SD 13 but I am not able to summon it.

You probably are summoning it. The creature name doesn't say "Epic Shadow Lord." It just summons a slightly bigger, and stronger, Shade Lord.

Its actually exactly the same. Just when you summon it you get the white GMW effect as he is summoned to show he is getting the Epic Buffs. That is it.
