I was attempting to craft my weapon and it had a fee, then i noticed my shield had one as well. However, changing armor does not cost gold, nor does changing one's cloak.

Crafting usually does cost gold.

Crafting the appearance of all items cost gold, and all of them has a corresponding skill check. If you pass the skill check you don't have to pay any gold. That's one of the uses craft armor / craft weapon have.
