It's completely possible, just a bit difficult.
Palemasters have huge perks due to their overwhelming dedication, such as 19 Palemaster. Though, many PCs only go 19 Palemaster for the bonus Winterwight. However, you don't need 19 Palemaster to get the Winterwight. Aside the WW, PCs aim for the love of AC.
I'd suggest:
Wizard (17) / Palemaster (10) / Bard (1).
The 10 Palemaster gives you (1) Immunity Crit / Sneak (2) Bone Arm / Graft (3) Bonus spells. The Wizard (17) gives you a lot of spells, higher CR towards all spells (not just Necromancy).
The sad thing is that that build still won't get you a WW. Bard levels don't count. Kind of understandable, or I'd make a 20Bard/10PM who would rock, but it means Drow can never get WW...
ECL in general is a difficult thing. A tiefling Dex Assassin is awesome themewise, just like a Drow PM (Kiaransalee), but ECL screws them up massively. +2 Dex and Int on Tiefer are awesome, but 18 Assassin is not enough to get Epic Dodge. on any other 18 Ass build, you pick up ED on 30.
A bit off topic here, sorry. The point is, sadly, ECL massively screws over any race that has it, to the point that many builds that fit well lose out completely.
I know as a Drow PM I'll never get the awesome WW - it's just one of the problems of ECL on the game at the moment, and I'd love to suggest adapting PM to get the WW earlier, but I think that'd probably be opening a bag of worms that nobody would like to go near.

Why the 1 Bard, if I can ask? I'm not too good at builds, so I don't understand why picking one of this or that would really work, nor how I would style my character in terms of build. Would I be picking up Spell Focus / ESF in Necromancy and all that jazz?
The bard is for discipline and tumble. you will want to save skill points, and use them on those two skill when taking bard. It gets you 31 disc, which will make you get KD'd less, and tumble 30 means 6 AC. Those two pretty much are the two most important skills.
In other builds, a level of bard can also get you spellcraft, which gets you +1 saves vs spells per 5 ranks, but you will want bard for disc and tumble. If you were a Lawful guy, I think you would take Monk instead, same reason. Skill dumps into tumble and discipline are very important in PvP, and extremely helpful in PvE.
