Hello.
I don't know DND rools.
So, someone who know can explain me.
If someone has a links on a lore, i will be glad to read about that.
But i have allready spend about 6 hours of my life to find it out.
And nowhere i found any information about it.
So, there is a few questions, that i want to have an answears:

1) Why there is no Womans Kobolds allowed on Amia?
Or they are allowed, but just can't have a Dynamic model.

2) How does Kobolds propagates (multiples they count).
Or they are not? Maybe they just spawned once and never propagates?

There are female Kobolds and they most definitely are allowed on Amia. The problem is, however, there is no static or dynamic female model for Kobolds on Neverwinter Nights or Amia.

Just make male kobold (for dynamic model) and play it as female. Simple as that.

Can you even tell a difference between kobold male and famale just by the look?

Afaik, there are no significant pointers as, for example, on humans, to say if you're seeing male or famale.

I'm fairly sure there's minor differences in their snout, so minor infact that most non-Kobolds wouldn't be able to tell the difference.

Yeah you need to take the male model to be dynamic but you can just RP it female. It is nt forbidden at all.

We can also LETO the voiceset to female, though you should still be able to pick some female voices on chara creation even as a male, depending on if you have all the voice-sets available.

Optically, there isn't too much difference between male and female kobolds, as Richard pointed out. They differences would be very subtle, minor so not really visible on an IG model anyways.
