Could any direct me to any IG or textbook info on Golem construction, specifically Gem Golems?

In the Monster Manual, there's a feat called Craft Golem. It's just a magical creation feat, like Brew Potion or Forge Ring. There's details there, though not on gem golems specifically, since those aren't in that book.

Monsters of Faerun has a section on Gemstone Golems, which is probably detailed enough for your purposes.
