Is it possible to hear from anyone in the know what the current implementation of the outer plane of Limbo is on Amia, if any? I'd like to gauge an idea of what the possibilities for a chance to interact with it are, for example, would travel to it be something possible through a DM event? Could I open up a door to the plane and bring outsiders through it for interaction (I could do this via planar gate spells and gate), and would it need DM oversight?

I suppose what am I asking, am I able interact with Limbo and all things related as I see fit using the methods available to me without prior permission, or would it be a case by case basis?

Lorewise, Gate would do it just fine. If you want NPC interaction then yes, you'll need a DM.
